Planning your 2027 Microsoft cloud budget cover

A 2027 Microsoft cloud budget has six lines: Azure consumption, Microsoft 365 renewals, Microsoft 365 Copilot, security, AI platform usage and partner support. List prices rarely cause the overrun. Renewal terms, consumption growth and AI charges that bill somewhere nobody is watching do. Each line depends on one decision, made before the money is committed.

For Canadian organizations there is a timing change as well. Microsoft now updates local currency pricing for Microsoft 365 and its other online services once a year, on January 1, starting in 2027. Guidance is due in November 2026, so take CAD figures for licence renewals from current price lists, not last year’s invoice. For Azure, build CAD estimates in the Azure pricing calculator for the region you deploy in. Below is the worksheet we use with clients.

Azure consumption

What drives the cost. Running resources at pay-as-you-go rates, less whatever commitments cover. Prices differ by region, so a workload in Canada Central or Canada East for data residency reasons should be estimated in that region, in CAD.

What to decide before you commit. How much of your baseline to cover with reservations or savings plans. Microsoft’s own guidance is to rightsize first, then commit, because discounts reduce rates, not waste. Reservations lock in a specific resource type and region for one or three years and suit stable workloads. Savings plans commit to an hourly spend across eligible services and regions, and they can’t be cancelled or refunded. Size them to a clean baseline, not today’s bill. Our reserved instances and rightsizing case study shows that sequence in practice. If you have a Microsoft Azure Consumption Commitment (MACC), add its annual target and milestone dates to the worksheet, since a missed target is billed as a shortfall charge.

What to watch. From February 1, 2027, reservations purchased for services that savings plans also cover, such as Virtual Machines, App Service and Azure SQL Database, are no longer exchangeable. Reservations bought before that date keep one final exchange. A reservation that renews after February 1 counts as a new purchase, so check auto-renew settings as well. If your 2027 plan includes new compute reservations, decide on them in January.

Microsoft 365 renewals

What drives the cost. Seat count, suite, term and billing plan. Microsoft’s July 1, 2026 price update for commercial Microsoft 365 suites applies at each customer’s next renewal after that date. If your last renewal was before July 2026, the new price lands in your 2027 budget.

What to decide before you commit. The seat count and the term. Under the new commerce experience, licence subscriptions can be cancelled or reduced only within seven days of purchase or renewal, and that window doesn’t reopen until the subscription renews into a new term. Adding seats mid-term is possible. Removing them is not. Monthly terms keep flexibility but cost more than annual terms, and since April 2025, paying monthly on an annual or three-year term costs 5% more than paying upfront.

What to watch. Leavers, shared mailboxes holding paid licences and seats bought for projects that ended. Run the licence review 60 to 90 days before the anniversary, so the renewal count reflects the organization you have.

Microsoft 365 Copilot seats and agent usage

What drives the cost. Two separate meters. Paid Copilot seats are a per-user licence on the same renewal rules as above. Microsoft 365 Copilot Chat is included with eligible Microsoft 365 subscriptions at no extra charge, but agents that use shared tenant data, such as SharePoint content or Copilot connectors, are metered in Copilot Credits for users without a paid seat. That usage is billed through an Azure subscription, or drawn from prepaid Copilot Studio capacity packs.

What to decide before you commit. Which roles need a paid seat, based on pilot evidence rather than enthusiasm. Many staff can work well with Copilot Chat alone. Our free Copilot readiness assessment scores the data and governance gaps that decide how many seats a pilot can safely support. If oversharing is the gap, budget for the 30-day SharePoint cleanup before the seats. The full cost picture, including readiness work, training and idle seats, is in what a Microsoft 365 Copilot rollout costs in Canada.

What to watch. Metered agents are off by default in Copilot Chat. Once someone enables them, the charges appear on the Azure invoice, not the Microsoft 365 one. Set a budget with alerts on the billing policy in the Microsoft 365 admin center (it notifies, it does not stop spend), limit the policy to a security group, and assign an owner who reads it monthly.

Security: Defender, Sentinel and Entra ID

What drives the cost. Three different models. Microsoft Defender for Cloud plans bill per protected resource; Defender for Servers, for example, charges for machines while they run or are stopped but not deallocated. Microsoft Sentinel bills on data volume: analytics tier ingestion on pay-as-you-go or commitment tiers starting at 100 GB per day, and the data lake tier on ingestion, storage, processing and query. Microsoft Entra ID P1 and P2 are per-user and often already paid for, since Microsoft 365 E3 and Business Premium include P1 and E5 includes P2.

What to decide before you commit. Which Defender plans run on which subscriptions, and which log sources belong in the analytics tier versus the data lake. Both Defender for Cloud and Sentinel offer one-year pre-purchase plans. They only pay off once volumes are stable. Check which suites already include Entra ID before buying it standalone.

What to watch. Ingestion growth after a new connector goes live. A Sentinel commitment tier can be raised at any time, but lowered only after its 31-day period ends. Sentinel’s move to the Microsoft Defender portal after March 31, 2027 is an operational change, not a price change, but it belongs in the same planning cycle.

AI platform consumption in Microsoft Foundry

What drives the cost. Tokens on Standard deployments, or reserved capacity on provisioned deployments. Provisioned throughput units (PTUs) are billed hourly for whatever is deployed, whether or not requests arrive. Azure Reservations for PTUs give a discounted rate on one-month or one-year terms.

What to decide before you commit. Where inference runs, and when a workload earns provisioned capacity. Data Zone deployments cover the US, EU and Asia Pacific, not Canada. An organization that needs processing kept in Canada is choosing Standard or Regional Provisioned deployments where the model is offered, which can mean fewer models and lower quotas than Global Standard. Stay on pay-per-token until traffic is predictable. Microsoft advises creating the deployment first and buying the reservation second, because a reservation discounts capacity but doesn’t guarantee it.

What to watch. Token spend scales with users and with the number of model calls each agent task makes, so reforecast monthly from actual usage rather than pilot volumes. Batch deployments cost 50% less than Global Standard, with a 24-hour target turnaround, so move offline jobs there if your residency rules allow Global or Data Zone processing.

Managed services and partner support

What drives the cost. Scope, service levels and whether licensing and FinOps reviews are included or billed separately. Our breakdown of managed IT services pricing in Vancouver covers the common pricing models.

What to decide before you commit. Who owns each line above. The most common finding in our assessments is not a bad price. It is a line with no owner: a savings plan nobody reviews, a metered agent billing policy with no budget, a renewal that auto-renews at the old seat count.

What to watch. Contracts where the partner’s fee grows with your consumption. That structure rewards growth, not optimization.

A 2027 budget calendar

  • Q1. Confirm the January 1 currency update against your renewals. Decide on new compute reservations before February 1. Start a Copilot pilot if you don’t have seat evidence yet.
  • Q2. Close the pilot and size paid seats. Review savings plan and reservation utilization. Check Sentinel ingestion against your commitment tier.
  • Q3. Microsoft’s fiscal year starts July 1. Prepare licence reviews for renewals due later in the year.
  • Q4. Read Microsoft’s November guidance on the next currency update. Reforecast Foundry and Copilot Credit consumption from actual usage, then build the 2028 worksheet.

Before you lock the budget

Put a name against every line in the table and a decision date in the calendar. A budget built that way absorbs a price change. One built from last year’s invoice doesn’t.

If you want a second pair of eyes on it, Techrupt’s FinOps adoption work covers the Azure lines, and our managed IT services team can own the renewal and licence reviews through the year. Book a consultation and we’ll go through your 2027 worksheet with you.
